“Syria and the Russian-American understanding”
On April 4, the state-controlled Al-Watan newspaper carried the following opinion piece by Dr. Osama Sammak: “Has a permanent solution map truly been drawn up in Syria? Why was the issue of federalism raised at this point in time in particular? Firstly, we must say that the political and military events surrounding Syria have grown faster in an unprecedented way, ever since the Russian intervention to support the army in its war against its enemies on the Syrian operations scene... This led to a Russian-American understanding over the main headlines of a solution that has been reached for Syria, leaving the details up to the Syrian sides and people, on a beat regulated by the two superpowers to ensure that they remain within the limits of the headlines drawn up by the international sponsors. At this point we must point to the statements of Russian Deputy Foreign Minister [Sergei] Ryabkov.

“He said: “Along with the US, we will offer assistance to the Syrian sides in their talks, in the form of initiatives or ideas. As for the Syrian presidency issue, it is left up to the Syrians, who are the only ones entitled to settle it.” And this reveals that what is taking place in Geneva is being permanently followed by the two superpowers. Therefore, it is obvious that we should expect seeing a middle ground solution reached in Geneva, to end the Syrian war and direct all the rifles towards ISIL, An-Nusra and terrorism in general, while maintaining the interests of the major states, including the creation of the objective and necessary conditions for the containment of the immigration problem, which has turned into Europe’s constant source of concern and obsession, in light of the spread of extremists on its territories... And since politics are linked to the balance of power, what has been achieved on the battlefield should be reflected in accomplishments around the negotiations table.

“Regarding the federalism talk we’ve been hearing for quite some time, it has been clear since the eruption of the incidents that what has been taking place in Syria and the region aims to plant mistrust between the various human groups living on its soil, be it on ethnic, sectarian or religious bases, in preparation for its demographic division. And this is being done to ensure the continuation of backwardness and the prevalence of the past over its children’s minds, to subsequently allow the superpowers to control it and manage its wealth... Today, the facts on the ground are confirming this analysis, in light of the talk surrounding federalism, which essentially means a federal system to manage a decentralized state, based on a social contract that divides power and wealth between the center and the provinces...

“But the talk about such projects at this point in time, in a wounded country such as Syria, which has not yet put an end to its tragedy, is an exploitation of this tragedy and its repercussions, an attempt to bypass the historical and geographical facts, and a disregarding of the rivers of blood shed to preserve Syria and the unity of its soil. It also paves the way before the formation of entities and weak pseudo-states, that are stripped of their autonomy and will, and living in domestic and external instability. And the example of ISIL organization, which almost occupied the Iraqi Kurdistan province had it not been for the American and Iranian assistance, is still fresh in the memories...”
